Government Intervention In Humane Startups

I’ve been a startup founder and I also worked in government. So I wrote an article on Medium about how the midwest could compete with coastal unicorns, but it’s really a rallying call and a guide for regional governments to support sane startup ecosystems. I put a lot of policy recommendations in here. I’m curious if people have other recommendations for government agencies on how to support humane startups?
